APD arrests man for hitting woman with SUV near Dowling Road
A man is facing several charges for a Wednesday evening vehicle-pedestrian collision at Dowling Road and Norm Drive. Police say 42-year-old Roger D. Moen Jr. had been dating the victim, was arrested last month for assaulting her and wasn’t supposed to have contact with her.
The Anchorage Police Department started getting calls from witnesses about the collision around 6:45 p.m. When officers arrived a couple minutes later, they couldn’t find the vehicle or pedestrian.
The westbound lanes of Dowling Road were temporarily closed between Elmore Road and Norm Drive while police investigated the scene.
Witnesses told police a man driving a gray SUV had hit a woman who was standing on or near the curb. Then he put her in his vehicle and drove away; he was last seen on Doil Drive.
An officer found the suspect SUV in a nearby driveway, along with a man matching the driver’s description and a woman with a head injury in the front seat.
The officer determined the two people he found were the ones involved in the collision.
The events leading up to Moen hitting the victim are still under investigation.
Police are asking anyone with information who has not already spoken with police to call 311.
