In this week’s Frontiers, we took a boat ride across Kachemak Bay to Halibut Cove, to visit with Clem Tillion – who worked with the late Gov. Jay Hammond to create Alaska’s Permanent Fund. At 92, Tillion is still going strong and living up to his reputation as “Hammond’s Hammer”. He also shares some history on the demise of Alaska’s state income tax, which Tillion says he and Hammond tried to save.
