ANCHORAGE - From KTVA's Bill McAllister, who was at the Anchorage Police Department's press conference Monday afternoon:

Israel Keyes staked out a parking lot at Point Woronzof in April or May of 2011. He was on a bike, with a rifle, hiding in the woods sometime in the evening. He was watching a couple parked in a car.

A police officer drove up, apparently to tell the people the park was closed and they needed to leave. Things were about "to get ugly real fast," when a second patrol car turned up. At that point, Keyes "called it a night." But he had been planning to try out his new silencer on the three of them.

After this incident, he decided he needed a police scanner. Around the same time, he also was watching a couple along Eagle River, at the North Fork trailhead. But he decided it would be "too much work," possibly because they were too large and would have entailed some literal heavy lifting to dispose of their bodies.

Keyes "knew what he was," according to APD Officer Monique Doll, but did not like the term "serial killer," not because of his own self-image, but because of people he cared about.

This is a developing story.
