I agree that there is a very serious alcohol problem in Alaska. The measures you propose, tho aren't legal and can't be made so. In order to start making any progress at all, the state must first come clean with young people about the dangers of beginning to drink. This will never happen because the alcohol industry donates funds to both sides of each legislative race. If I were to say that the state of Alaska takes in about $35 million dollars in alcohol taxes and expends over a billion dollars annually to mend the damage caused by this dangerous drug, would you believe it? But it's true. This industry is getting a free ride--there are several fixes, but like alcoholism itself, we must first acknowledge there is a problem.

It's time for the state of Alaska to seriously address the issues of homelessness and alcohol abuse. The state should build a database to control the amount of liquor and beers a person can purchase in a given period of time. People who receive public assistance must submit to random alcohol and substance testing and be penalized if they flunk the test. If the alcohol problem is solved, the homlessness problem will fix itself.
