City Investigates the Anchorage Police DepartmentAfter former APD Officer Anthony Rollins was convicted of serial rapeANCHORAGE – "We will be conducting an external investigation of the policies and procedures that the Anchorage Police Department utilizes in both the supervision and the disciplinary actions, when employees have infractions," said Mayor Dan Sullivan. Shortly after 2 p.m. on Monday, Sullivan announced that with the help of the Internal Association of Chiefs of Police (IACP), the department will be "reviewed." These actions are being taken after former APD Officer Anthony Rollins was convicted of serial rape. The APD investigation won't be another investigation into the Rollins case, but a way to move forward to prevent another instance like this from happening. Mew added that there have been other indiscretions besides Rollins'. The contract will cost taxpayers roughly $30,000 according to Sullivan, and although the investigation hasn't yet begun, Chief Mark Mew said it will soon. According to Mew, the IACP hasn't performed an investigation or review since 1996, and at that time it was more in-depth. The city and APD are hoping to have a timely review completed within roughly 120 days. "Over the last number of months we have implemented 10 different procedures, in addition to the existing procedures that we think will strengthen the policies and procedures within the department," said Sullivan. Included in the list of procedures are substation videos, in-car and possibly on-body videos, having greater supervision of officers on over time, creating more sergeant positions, sergeant rotation in internal affairs, new polygraph protocol, new officer file reviews and contact cards. Contact cards will allow any person an officer deals with to know who the officer is and their supervisor's name and contact information. Rollins is scheduled for sentencing Friday, making people curious as to why the city and APD waited so long to take these actions. "Now is as good of time as any," said Sullivan. "And I didn't want to do it over the last several months. I think it might have looked like an election ploy of some kind and I think it was best to make sure this was clear of any politics." Our goal is to always make sure the public feels very, very secure."

Let me correct my last statement--She let him know she was going to take the kids and leave. He told APD that he was afraid she would use his ON DUTY REVOLVER to kill himself...to cover the cop...they sent the swat team....KIDS NOT HOME....and took her down and then charged her with "substantiated charges with child neglect" without even talking to her. She is is the shower and coming out to call his partner that their is a problem and they take her down. She is terrified, the judge even recommends she waits, she gives him his military retirement and everything just so she can see her kids. He of course got custody

Who protects the wives when they want to leave the police officers--Randy Adair is a perfect example of an abuser--the SWAT Team surrounding the house becusae he left his duty revolver loaded at the house and after his wife had let him know he was going to leave and take the kids out of state. APD covered it up

Anchorage Police are out of control. They are trained on how to violate your rights and get away with it. They make false arrests and then the Prosecutors prosecute them anyway, using intimidation to force a plea bargain even if the defendant is not guilty. The local attorneys always knew this, but now the public are beginning to be aware of it, now that there's seemingly a cops on every block. APD and to a lesser extent, the Troopers, are a bunch of thugs. They are a terror force. The police are way more dangerous than the people they are supposed to protect you from. APD are out of control, and there's more and more of them all the time as the City and State seem to spend limitless money on police and the "Justice system."

Start at the top of the chain of command. Is there a captain who was a deputy chief, who demoted himself when there was a mayoral election in order to avoid being fired?

i dont believe the actions of 1 should negatively impact all of APD. whether anyone wants to admit it or not, to become a police officer you must have lived a clean life and be a person of absolute credibility.. They are great people

Our entire justice system is corrupt. I am more concerned about being assaulted or robbed by the police than I am of the thugs they are paid to protect us from. The system is designed to ignore or abuse the citizens and it's wrong.

well heres your first 2 problems..first ya have a mayor who wants to make it illegal to stand on the sidewalks...in that city..second is you will never get an honest investigation as long as you have the police doing the investigation..ever..if you have a outside source doing the work maybe..the police are more corrupt then anyone thats in jail in that city..
