Sex Offenders Flying Under the RadarNew study shows as many as one in six could be assuming new identities to avoid sex offender registriesANCHORAGE – Sex offenders are flying under the radar. According to a new national study, as many as one in six could be assuming new identities to avoid sex offender registries. The preliminary results from a study by Utica College in New York found offenders using two major techniques to fly under the radar: manipulating their ID, and residing at residences for which they are not approved. The researchers used data from sex offender registries across the country, as well as interviews from law enforcement officials. Here in Alaska U.S. Marshals and State Troopers said they don’t know how many offenders in Alaska have changed their address or identifications, but say they are working to track them down. Both troopers and marshals said they need more manpower to keep a better eye on sex offenders. A ruling by the Alaska Supreme Court in 2008 means only sex offenders who commit crimes before August 10, 1994 are required to register. Of the nearly 3,000 registered sex offenders are currently non-compliant. As of Friday, it will be six years since the Bush administration passed a law that makes it a federal offense for someone to not register as a sex offender; it could mean 10 years in prison. |

I think the court ruled that offenses AFTER 1994 qualify for this law. The guy who filed the lawsuit was convicted in my dad's superior court of raping a 2 year old girl in 1982. He sued the state because the registration law was passed after his conviction. He is very dangerous! I arrested him in 2001. He had in his possession pictures of my family and written transcript and audio transcripts of that trial. The state has never informed us if he has been released or where he is.

Although a federal crime, Alaska sex offenders skip registry all the time and never talk to a federal agent. It is also a pushing match to get local district attorneys to throw the book and those caught. I have seen many offenders, fail to register, and then when caught, only get a light penalty before being released under the same pinky promise. It is also permissible to register on the street (homeless) or a shelter. You only have to be there maybe once in the month to make it count. Registering an address is no more tracking than narrowing the location of a star to the sky.

I advocate longer prison terms and upon release have all their genitala surgically removed. How a sex offender even makes it to court is beyond me.

sounds like more of the same from out state, and governor, then they cry about more manpower, how about just plain doing your job, to many people sitting and driving around collecting a pay check, no accountability,Governors a lot of bull talk.

take their pictures and keep them posted, do at least 10 offenders during news so people will know who and what they look like even if they get repeated over and over again

My son's family move frequently with the military. I make it a point to send him the link to his local registry so he can check out potential areas to live away from perps. This is only as good as the registry enforcement though!
