ALASKA – The $9.5 billion fiscal year 2013 operating and mental health budgets, House Bill 284 and House Bill 285, passed the Alaska State Senate Wednesday.

The operating budget will include $6.28 billion in general funds, $2.01 billion in federal funds and $1.21 billion in other state funds. This budget is used to fund Alaska’s day-to-day activities.

In the past few years state agencies have grown roughly 7 percent per year. The Senate Finance Committee was more successful this year in stemming that, working with the Parnell administration and the House Finance Committee to reduce growth 3.6 percent.

A few key provisions added by the senate are $500 million to pay down unfunded liabilities in the Public Retirement System, $5 million to the state's Energy Assistance Program and $250,000 for the Parents as Teachers Program, to support pre-kindergarten, parent-based programs through the state.

The operating and mental health budgets will now head to the house. If the house does not agree with the senate’s changes, both sides will appoint conference committees to work out the kinks.

well sign up Parnell for a psychiatric evaluation... when they make up things about him because of his cash value factor and take his birthright trust? and when Senator Hollis French confirms that he is no threat to anyone? oh I guess Parnell can take the State of Alaska to court for defamation of character, trust fund fraud and white collar crimes as they tried to kill Parnell...now what medicine or mental health will cure this RICHITUS that the State of Alaska has done to Parnell????
