The Kodiak City Council passed a resolution approving the budget goals for fiscal year 2012 at its Thursday evening special meeting.

The set of goals aren’t different from what passed last year.

“Overall it’s an identical set in general,” Kodiak city manager Aimée Kniaziowski said. “Each of the goals are the same as they were in FY 11.”

A major goal is to make sure the boatyard/boat lift fund reaches a break-even point (not including depreciation) by the fourth full year of operation in fiscal year 2015, including adequate revenues to meet debt payments.

The city council will use a business plan to guide budgeting.

“The essence of the goal is they want it to break even in four years and they see the business plan as a tool to do that,” Kniaziowski said.

Another of the goals is to keep the number of employee fulltime equivalents at 125.65 if revenues remain consistent with fiscal year 2011 and there are no changes in operational needs.

The general fund will be budgeted without a deficit.

The city council aims to provide community support by funding nonprofit organizations with 1 percent of general fund revenues, though council member Pat Branson wants to make sure the funding is increased to the correct total.
