Karluk Manor Preparations Underway

Fairview housing project will house the most vulnerable members of homeless population; set to open before the start of 2012

A housing project that will offer rooms to the chronically homeless as well as public inebriates who continue to drink is getting ready to open its doors in Fairview.

Melinda Freemon, who is coordinating the Karluk Manor project for RurAL CAP’s Homeward Bound Program, says staff has been hired and the finishing touches are being put on the 46 rooms that will be available before 2012.

“The municipality has to come and inspect before we can get our final occupancy permits,” says Freemon. “We don’t have a final date on when we will be open for residents but with our recent cold weather we are anxious to get these folks into safe housing as soon as possible.”

Karluk Manor is meant to take the most vulnerable of Anchorage’s homeless off the streets. They have been identified as the people who are most likely to die if they continue the lifestyle that many have lived for years. Karluk Manor may not have enough room for everyone who fits that profile.

“We have 150 applicants for 46 units,” says Freemon. “We hope this will be one of numerous housing first projects in Anchorage because obviously the need is there.”

The “housing first” model is based on the idea that people need a safe place to live before they can make major changes in their lives. And while residents at Karluk Manor will be permitted to drink in their rooms if they wish, Freemon says there will be counseling and support for those who wish to quit.

“That’s the whole purpose of housing first,” she says “To create a community of people who will have a healthier lifestyle.”

Freemon says they hope to make a decision very soon on which of the many applicants will get to occupy the 46 rooms at Karluk Manor.
