Now, lets see what happens with this turn of events. Why couldnt our own Accounting department find these rather obvious unauthorized charges? oh wait! we will just raise property taxes to cover it, no worries, problem fixed!!!

Thanks for bringing this to our attention, but there's a serious lack of detail here. How much, of $14M, are we talking about? How many transactions? Is this systemic, or the actions of a few people? That's the kind of info that allows the public to make an informed decision. None of it should be difficult to figure, but if it is, let us know in the reporting. This took all of what, 10 minutes to produce? We ALL know what happens when every transaction has to be approved - serious slowdowns, which leads inevitably to increased costs. So, make sure your policy includes a big stick to prevent abuse, then create the audit searches in the data system that keep an eye on all this. Implement random card audits, unannounced to keep everyone on their toes, and follow up appropriately.
