Four Fairbanks Drug Bust Suspects Arraigned

Four of the nine people arrested in a drug bust Friday afternoon were arraigned in district court Sunday.

FAIRBANKS — Four of the nine people arrested in a drug bust Friday afternoon were arraigned in district court Sunday.

Willie Hill II, 61, was arraigned on one count of misconduct involving a controlled substance in the fourth degree and is being held on $50,000 bail. The district attorney had requested his bail be set at $100,000, citing Hill’s 12 prior felony convictions and stating “he’s a worst offender. It’s a danger to the community. This was a crack house that basically he was running that 18 people bailed out of when they knocked on the door.”

Donnie Davis, 38, was arraigned on one count of misconduct involving a controlled substance in the fourth degree. Magistrate Nikole Schick set bail at $15,000 because of Davis’ lengthy criminal record.

Davis has convictions for DUI, larceny, driving with a suspended license, misdemeanor vehicle theft, theft in the second degree, felony DUI, forgery in the third degree, escape and a misdemeanor drug offense.

“I have significant concerns for the safety of the public, your own safety and think that you pose a flight risk,” said Schick.

Joshua Delain, 22, was arraigned on one count of misconduct involving a controlled substance in the fourth degree. Schick set Delain’s bail at $2,500 because of his “significant record,” and because she thought he could pose a flight risk.

Chelsea Loaiza, 21, was arraigned on one count of misconduct involving a controlled substance in the fourth degree. The district attorney asked for bail to be set at $2,500 because of Loaiza’s convictions for driving without a valid license and theft in the third degree, and because “she was found with 18-plus other people in a crack house.”

Shannon Boyle, 37, was scheduled to attend the arraignment but did not because she had to be removed from the arraignment room at the city jail.

U.S. Marshalls, assisted by members of the Fairbanks Police Department, Alaska State Troopers, Alaska Bureau of Investigation, Alcohol Tobacco and Firearms and the Drug Enforcement Agency, executed a search warrant at the 21st Avenue home July 29.
