It sounds like a common sense system, not a scam. I am happy to see a state run program that is not about profit. It would be stupid to try to regulate what people do with there winning permit.

Don't worry, if you are not drawn, you can buy a permit from the dozens that go on sale on Craigslist. I'm sure many people put in for the lottery only to sell the permit for profit. The permits should not be transferable and you should not have to pay the park entry fee unless you show up.

yeh..Im sure its not because you want the money..even if they don't show up...no..that wouldn't make sense for a Government agency to just want money for nothing
