Assembly Approves Chauffeur’s License Suspension for Cabbies Charged With Sexual Assault, Rape

Tuesday night the Anchorage Assembly voted 10-1 in favor of an ordinance that would suspend the chauffeur's licenses of cab drivers charged of sexual assaults or rapes.

After a couple of weeks of testimony and scrutiny over legality, Tuesday night the Anchorage Assembly voted 10-1 in favor of an ordinance that would suspend the chauffeur's licenses of cab drivers charged with sexual assault or rape.

After rape charges were filed against Yellow Cab driver Chidiebere Norman Nwokorie this summer, a proposal to protect the public was put forth to make sure those charged would not be allowed behind the wheel of a taxi.

Tuesday night’s lone dissenting vote came from assemblyman Patrick Flynn who said there is no proof of an epidemic of cab drivers committing crimes against their customers.

“I don't see, honestly, any harm in this other than the precedent that it sets for addressing the single situations legislatively,” said Flynn.

Both the mayor’s public safety advisory commission and the Anchorage Taxicab Permit Owners Association endorse the ordinance.

It goes into effect Wednesday, Sept. 28, but was made retroactive July 1. That means any cab driver charged since then, including Chidiebere Nwokorie, now have suspended licenses.

I'm curious. I thought our US Contituion forbid making laws retroactive. Something about Expost Facto Laws?
